WHEREAS, the City of Round Rock desires to retain professional
architectural services for a Needs Assessment to identify amenities
for, location of, and cost of constructing a new Senior Citizens
Center, and
WHEREAS, Spencer Godfrey Architects has submitted a Needs
Assessment Fee Proposal to provide said services, and
WHEREAS, the City Council desires to enter into said proposal
with Spencer Godfrey Architects, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor is hereby authorized and directed to execute on
behalf of the City a Needs Assessment Fee Proposal with Spencer Godfrey
Architects for architectural services to provide a needs assessment to
identify amenities for, location of, and cost of constructing a new
Senior Citizens Center, a copy of said proposal being attached hereto
and incorporated herein for all purposes .
The City Council hereby finds and declares that written notice of
the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and
the subject matter hereof were discussed, considered and formally acted
upon, all as required by the Open Meetings Act, Chapter 551, Texas
Government Code, as amended, and the Act .

FEE PROPOSAL
NEEDS ASSESSMENT— CITY OF ROUND ROCK SENIOR CITIZENS CENTER
CLIENT: The City of Round Rock, Texas
PART 1 — SCOPE
The scope of the architectural services to be rendered under the terms of this
agreement are enumerated in the Architect's response to the City of Round Rock
"Request For Proposal To Perform A Senior Citizen Center Needs Assessment For
The City Of Round Rock" dated December 22, 2000 and received by the Architect
January 16, 2001. The Architect's response document is entitled "Statement of
Interest, Qualifications, and Response To- "Request For Proposal To Perform A
Senior Citizen Center Needs Assessment For The City Of Round Rock", submitted
January 22, 2001.
In general, these services consist of attending and conducting various meetings with
City staff and Senior Center User Groups, assembling data reflective of the
objectives of the center, assessing current facilities as well as other potential land
sites, compiling reports, and presenting findings in the form of an Architectural
Programming Document. Detailed scope descriptions are contained in the
aforementioned documents and are not repeated herein.
PART 2 — DELIVERABLES
The Architect will make periodic presentations of his progress documents as
appropriate to the schedule and as necessary to properly review date with City staff
and user groups. As a part of the services to be rendered under this agreement, the
Architect will furnish one copy of progress documents to the Client. Any additional
copies requested by the Client of progress documents will be charged as a
reimbursable expense.
Twenty (20) copies of the final report will be provided as a part of the fee for services
stipulated herein. (Please refer to the "Fee" portion of this proposal for alternaitves.)

PART 3 —ARCHITECTURAL SERVICES FEE
The fee for the services described herein and in other referenced documents will be
on the basis of a Fixed Sum compensation.
The Total Fee, including the cost of the singular Client copies of progress
documents, and twenty (20) copies of the final Concept Plan (Programming
Document) will be TWELVE THOUSAND DOLLARS ($12,000.00).
The fee will be invoiced, on a monthly basis, as follows:
1. INITIAL PROGRAMMING AND MEETINGS (30%) $3,600.00
2. EVALUATION PHASE (30%) $3,600.00
3. PREPARATION OF FINAL. CONCEPT PLAN(S) (30%) $3,600.00
4. RETAINAGE (10%) $1,200.00
TOTAL $12,000.00
(Alternative: The Architect will reduce the above described fee by $1,000.00 in the
event the Client elects to reimburse the Architect actual costs of reproduction of the
final Concept Plan, plus 10% for overhead in lieu of requiring these costs to be
estimated and included as a part of the Architect's fee.)
PART 4— ACCEPTANCE
The undersigned accepts the terms of this proposal for the services to be rendered
by the Architect and by return receipt of one copy of this proposal authorizes the
beg work.

ITEM: 9.13.2. Consider a resolution authorizing the Mayor to execute a Needs
Assessment Fee Proposal with Spencer Godfrey Architects to identify
amenities for, location of, and cost of constructing a new Senior Citizens
Center. The proposed agreement provides for fees in the amount of$12,000.

History: The senior population has made the Council aware of the need for a new Senior Citizen
Center. The first step in the process is to perform a Needs Assessment to identify
amenities, locations and the cost of constructing a new center.
Staff solicited proposals from five (5) local architectural firms to guide the Senior
Citizen Center Focus Group and staff through the Needs Assessment Process, three
firms responded. Six staff members evaluated the proposals and scored Spencer
Godfrey as our first choice, Opus Three as our second choice and Moman Architects as
our third.
Funding:
Cost: $12,000.00
Source of funds: General Fund
Outside Resources: Spencer Godfrey
Impact: The needs assessment will provide the financial information necessary to prepare for a
General Obligation Bond Election.
Benefit: The center will be designed and constructed based on input from the senior community.
Public Comment: A number of opportunities will be provided to solicit input.
