DATE: September 20, 2007
SUBJECT: City Council Meeting - September 27, 2007
ITEM: *14E1. Consider an ordinance amending Chapter 3, Section 3.105
Code of Ordinances revising the fees for building permits
issued by the City. (Second Reading)
Department: Engineering and Development Services
Staff Person: Tom Word, Chief of Public Works Operations
Justification:
In response to the input of citizens during the City's 10-year Operational Plan that indicated a
preference for the City to charge appropriate user fees, the City has evaluated current fees
charged by the City for building permits and feels adjustment is necessary for the City to
better recover the cost of processing a building permit from initial application through the
completion of the work authorized by the permit.

Background Information•
Fees associated with the issuance and processing of a building permit have not changed since
the early to mid 1980's. In researching the last couple of years, building permit fees collected
by the City have not covered the Building Inspections Division's costs of providing the services
associated with the processing of a building permit application. Therefore, new permit fees are
proposed in an effort to recover more of the City's costs of providing these services. Because
the number of permits issued by the City can fluctuate from year to year, it is recommended
that periodic review of the permit fees collected and the permit fee schedule be made every
year or two to ensure that the costs of providing these services are being funded by the users
of these services. Based on the number of permits issued over the last couple of years, it is
estimated that the new permit fees will generate additional revenue of approximately
$200,000 over a twelve month period. This is strictly an estimate because of the dependency
on permit activity. If the City does realize the revenue collected in previous years along with
the estimated additional revenue, the total revenue would cover approximately, 95% of the
Building Inspections' budget.
