AN ORDINANCE AMENDING THE TRAFFIC CODE BY
DESIGNATING THE INTERSECTION OF SETTLEMENT DRIVE AND
HORSEMAN COVE AS AN ALL-WAY STOP INTERSECTION;
PROVIDING FOR A SAVINGS CLAUSE AND REPEALING
CONFLICTING ORDINANCES OR RESOLUTIONS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND
ROCK, TEXAS:
I.
That pursuant to Section 9. 800, Code of Ordinances (1995
Edition) , City of Round Rock, Texas, the below described
intersection is hereby designated as an all-way stop intersection
with stop signs to be erected as follows :
ON AT ITS INTERSECTION WITH
Settlement Drive Horseman Cove
(both directions)
II.
A. All ordinances, parts of ordinances, or resolutions in
conflict herewith are expressly repealed.
B. The invalidity of any section or provision of this
ordinance shall not invalidate other sections or provisions
thereof .
C. The City Council hereby finds and declares that written
notice of the date, hour, place and subject of the meeting at which
this Ordinance was adopted was posted and that such meeting was
open to the public as required by law at all times during which

considered and formally acted upon, all as required by the Open
Meetings Act, Chapter 551, Texas Government Code, as amended.

Justification:
Due to the steadily increasing vehicle and pedestrian traffic along Settlement Drive the
recommendation to designate the intersection of Settlement Drive and Horseman Cove as an
all-way stop intersection will provide pedestrians a safe access route to the parks main
entrance.

Background Information•
Since 2002, the Transportation Department has monitored and evaluated the concerns of
citizens regarding traffic issues along Settlement Drive. The Transportation Department has
worked closely with the Police Department in efforts to enforce and reduce the number of
speeding vehicles along this section of roadway. Since the Meadow Lake Park underwent
improvements, the use of this park has steadily increased the vehicle and pedestrian traffic. As
a common practice, the Transportation Department will continue to evaluate this area for any
further action as deemed by the MUTCD (Manual of Uniform Traffic Control Devices).
