AN ORDINANCE AMENDING CHAPTER 9, SECTION 9.503, CODE
OF ORDINANCES (1995 EDITION), CITY OF ROUND ROCK, TEXAS,
ELIMINATING A PORTION OF SOUTH MAYS STREET AT LOGAN
STREET FROM MILE POINT 12.434 TO MILE POINT 12.586 (802.56')
AS A SCHOOL SPEED ZONE; PROVIDING FOR A SAVINGS CLAUSE
AND REPEALING CONFLICTING ORDINANCES OR RESOLUTIONS.
WHEREAS, on August 14, 2003 , the City Council of the City of
Round Rock, Texas, adopted Ordinance No. G-03-08-14-E1 which
designated a reduced speed zone on south Mays Street at Logan
Street from mile point 12 .434 to mile point 12 . 586 (802 . 561 ) to
facilitate the safe crossing of children going to or from a public
or private school, and
WHEREAS, the installation of sidewalks on Logan Street from
Greenslopes and Dove Creek subdivisions and current trend of
parents driving their children to school has eliminated the need
for a reduced speed zone in this area, Now Therefore
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND
ROCK, TEXAS:
I.
That Chapter 9, Section 9 . 503 , of the Code of Ordinances (1995
Edition) , City of Round Rock, Texas, is hereby amended to repeal
the 25 mph school speed zone for a portion of south Mays Street at
Logan Street from mile point 12 .434 to mile point 12 . 586 (802 . 561 ) .
II.
A. All ordinances, parts of ordinances, or resolutions in
conflict herewith are expressly repealed.

B. The invalidity of any section or provision of this
ordinance shall not invalidate other sections or provisions
thereof .
C. The City Council hereby finds and declares that written
notice of the date, hour, place and subject of the meeting at which
this Ordinance was adopted was posted and that such meeting was
open to the public as required by law at all times during which
this Ordinance and the subject matter hereof were discussed,
considered and formally acted upon, all as required by the Open
Meetings Act, Chapter 551, Texas Government Code, as amended.

Round Rock ISD is aware of the lack of student participation at the South Mays school zone. We would not have a problem removing this school
zone to improve traffic flow.

Re: School Zone on BI-35L(S. Mays St.) at Logan St.
Dear Mr. Martin:
The Texas Department of Transportation (TxDOT)has no conflict with the removal of the school
zone on BI-35L (S. Mays St.) at Logan St. Warrants for school zone placement are based on the
amount of pedestrian crossings. Since the installation of sidewalks on Logan St. from the
Greenslopes and Dove Creek subdivisions and current trend of parents driving their children to
school, crossing volumes at this location no longer fulfill warrant requirements.
Three other factors contribute to supporting removal: 1) Pedestrians wishing to cross S. Mays
St. may still utilize the existing pedestrian push —button pole with crosswalk, 2) vehicle speed
limit is not high, 40MPH or less, 3) RRISD does not provide crossing guards within this zone.
Flashers at this location have been turned off and covered since March of 2007, when school was
still in session. The internal components of these flashers are understood to belong to The City
of Round Rock (The City). Please contact TxDOT's Austin District Signal Shop supervisor,
Robert Guydosh (512-832-7012). He will coordinate with The City to either have the internal
components separated from the pedestal assembly upon flasher removal or discuss the
surrendering of the entire assembly to The City.
