WHEREAS, the City of Round Rock has duly advertised for bids for
the South 81 Standpipe Demolition and Elevated Water Storage Tank
Construction Project, and
WHEREAS, CB&I Constructors, Inc . has submitted the lowest
responsible bid, and
WHEREAS, the City Council wishes to accept the bid of CB&I
Constructors, Inc . , Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the bid of CB&I Constructors, Inc. is hereby accepted as the
lowest responsible bid and subject to the negotiation and final
approval by the City Manager and City Attorney of a contract document,
the Mayor is hereby authorized and directed to execute a contract with
CB&I Constructors, Inc . for the South 81 Standpipe Demolition and
Elevated Water Storage Tank Construction Project .
The City Council hereby finds and declares that written notice of
the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and
the subject matter hereof were discussed, considered and formally acted
upon, all as required by the Open Meetings Act, Chapter 551, Texas
Government Code, as amended, and the Act .

Recommendation to Award Contract
Dear Mr. Rundell:
On June 5, 2001, HDR Engineering assisted the City of Round Rock in opening bids for the
above referenced project. Two bid proposals were received with total base bid prices of
$1,767,000 and $1,840,000. A tabulation of the bids received is attached. The apparent low
bidder was CB&I Constructors, Inc. from Houston, Texas.
HDR has reviewed the bid proposal submitted by CB&I Constructors and contacted several of
their references. Based upon this information, we recommend that the City of Round Rock
accept the base bid of CB&I Constructors, Inc. in the amount of$1,767,000. We have prepared
the attached NOTICE OF AWARD letter and other contract documents to be forwarded to CB&I
Constructors if the City of Round Rock concurs with this recommendation.

ITEM: 12.C.3. Consider a resolution authorizing the Mayor to execute a
Contract with CB&I Constructors, Inc.for the South 81
Standpipe Demolition and Elevated Water Storage Tank
Construction Project. HDR reviewed the bid proposal that CB&I
Constructors, Inc. submitted. They also contacted several of
CB&I's references. Based on HDR's recommendation staff
recommends acceptance of this contract in the amount of
$1,767,000.00.

History: This project is the final portion (Contract #6) of the Water System Improvements
1998-1999. This project is to upgrade the southeast side of our water system,
which is necessary to provide adequate water pressure and sustained fire flows to
the southern portion of our water system.
On June 5"' we received bids of$1,840,000.00 from Landmark Structure, Inc., and
$1,767,000.00 from CB & I Constructors, Inc. This project has a construction time
of 365 calendar days.
Funding:
Cost: $1,767,000.00
Source of funds: Self-Financed Utility Construction
Outside Resources: CB &I Constructors, Inc.
Impact: To maintain the integrity and reliability of our water system's ability to meet fire
flow demand during peak summer demands.
Benefit: To maintain the reliability of our water system's ability to
meet the increasing demands related to our current growth.
