WHEREAS, §8 . 610 (4) Code of Ordinances (1995 Edition) provides
for the reimbursement for the oversizing of water mains, and
WHEREAS, Berkshire, Inc . has submitted a reimbursement request
for the oversizing of water mains associated with the Lake Forest,
Section 1-A development, and
WHEREAS, the City Council wishes to approve said reimbursement,
Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the City Council hereby approves of the reimbursement to
Berkshire, Inc . of $6, 749 . 60, which is the cost of oversizing water
mains associated with the Lake Forest, Section 1-A development .
The City Council hereby finds and declares that written notice of
the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and
the subject matter hereof were discussed, considered and formally acted
upon, all as required by the Open Meetings Act, Chapter 551, Texas
Government Code, as amended, and the Act .

Gentlemen:
On behalf of the developer for the above referenced project we are requesting reimbursement for
oversizing of the following facilities: the 12- inch wastewater main routed through the project; the
12-inch water main located in Lake Forest and Fernspring Drives, and; the 16-inch water main
located in Forest Creek Drive. The size of these mains were determined by the City in the
Preliminary Plan phase of the project for the overall service area.
The 12-inch wastewater main, Wastewater Line `A' in the approved plans, extends from the
offsite connection to the City's existing line in Brushy Creek west of the proposed development to
the southern limit of Section 1 in Lake Forest Drive. This is a total of 5,246 linear feet of 12-inch
wastewater main. A total of 574 LUES in the proposed development flow to this proposed
connection location. Utilizing the City of Austin's flow of 245 gallons per day(gpd) per LUE and
an infiltration and inflow rate of 750 gpd per acre to account for wet weather flows results in a
conveyance requirement at this connection of 337,190 gpd. This is based upon a contributing area
of the proposed development of approximately 262 acres at this point.An 8-inch wastewater main
set at a grade of 0.4 percent will convey approximately 500,000 gpd. Therefore,the oversizing is
the difference of the 12-inch main installed and the 8-inch main that would be required for the
development.
The 12-inch water main in the approved plans, Water Line `A', extends from Forest Creek Drive
along Lake Forest Drive. It then turns west along Fernspring Drive in Section 2 (by S.D. Kallman
Engineers)to connect to the 12-inch line in Via Sonoma Trail at the western limit of the
development. This is a total of 4,192 linear feet of 12-inch water main. A total of 467 LUEs in the
development are located south of Forest Creek Drive. Using the City of Austin's peak hour
demand of 900 gallons per person per day, and assuming 3.5 persons per LUE results in a flow of
1,021 gallons per minute(gpm). This results in the need for a 10-inch water line along Forest
Creek and Femspring Drive to keep the flow rate at 5 feet per second or less. Therefore, the
oversizing is the difference of the 12-inch main installed and the 10-inch main that would be
required for this portion of the development.

The 16-inch water main in Forest Creek Drive, Water Line `O' in the approved plans, extends
from the east property line of the development to its terminus at the creek in Section 1. A portion
of this line, in the approved plans, was constructed by others and is not a part of this request. This
is a total of 815 linear feet of 16-inch water main.A total of 623 LUEs are projected for the
development. Utilizing the previously referenced criterion the peak hour demand for the
development is 1,362 gpm. This results in the need for a 12-inch water line along Forest Creek
Drive to keep the flow rate at 5 feet per second or less. The oversizing is the difference of the 16-
inch main installed and the 12-inch main that would be required for the development.
Attached is a spreadsheet that provides the basis for the proposed reimbursement amount. It is
based upon the unit prices from the construction contract. The result is a proposed reimbursement
amount of$43,355.00. Should you have questions regarding the preceding please contact the

Forest, Section 1-A (formerly Section 2) installed 1,298 linear feet
of 12" water mains along Fernspring Drive and Lake Forest Drive.
According to documentation from the developer's engineer, a 10"
main would have been sufficient for the needs of the development.
The main was oversized to a 12" to provide for future development
in the area. The amount of the reimbursement is $6,749.60.

According to documentation from the developer's engineer, a 10" main would have
been sufficient for the needs of the development. The main was oversized to a 12"
to provide for future development in the area. Originally, the development
associated with this oversize reimbursement request was entitled Lake Forest,
Section 2. However, the Lake Forest, Section 2 plat was never recorded.
Subsequently, a new plat was submitted to the Planning and Zoning Commission
in order to amend the name to Lake Forest, Section 1-A. The Lake Forest, Section
1-A plat is now recorded.
Funding:
Cost: $6,749.60
Source of funds: Oversize account
Outside Resources: Carter Burgess and Berkshire, Inc.
Impact: The oversize will help provide reliability of service in the area and reduce the need
for future parallel mains.
Benefit: This oversize benefits other developments to occur in the area, including public
schools that are under construction.
