The school district is working on the grant with the Police Department, providing supporting data and contributing $95,694 over the four-year grant tenure to the project, as well as continuing to pay$47,691 (roughly the ten-month cost of one officer)annually after the federal funding expires. In addition, the responsibilities and roles of RRPD and RRISD will be spelled out in a Memorandum of Understanding that will be included with the grant application. Maintain a safe environment for all citizens and aggressively address criminal activity throughout the city by developing partnerships throughout the community(General Plan Goal 11.2). 2. (General Plan Goal 11.2) Associated Program/Program Objective: The proposed grant program addresses three objectives under the above-listed Departmental Goals. Under the first goal listed above("Maintain a safe..."), this proposed program would address the objectives to Address specific areas of the City and specific crimes proactively, and Develop a mechanism for regular intelligence. Assigning school resource officers (SROs)to schools addresses both a geographic need as well as particular attention that would be paid to kinds of law enforcement and safety concerns that schools, students, and parents have for secondary schools in Round Rock. In addition, SROs are an important conduit for intelligence related to gang-related activity in and around the schools. Under the "Continue the Community Policing Program" goal, this program would contribute to the objective, Continue to emphasize problem-solving approach to law enforcement. School resource officers are in a unique position to address school and juvenile problems through their daily interaction with students. The safety audit and plan which are responsibilities of these officers, in particular, is a formalized problem-solving approach that will be implemented and maintained in the schools to which these officers are assigned. Documentation of gang and gang-related activity at campus. The program requires $69,090 be budgeted in the 2001-02 fiscal year, and if the grant is not awarded, this budget would be withdrawn. The funding under this project is for the payment of entry-level SALARIES AND APPROVED FRINGE BENEFITS for three years for newly hired,additional sworn career law enforcement officers or rehired officers. Any portion of salaries above entry level must be provided for by the grant recipient. Overtime, training, weapons,communication equipment,vehicles or other items cannot be paid for with COPS funding. 2. Officers funded under this grant may only be involved in activities or perform services that exclusively benefit your agency and the population that it serves. If your agency receives police services through a contractual arrangement, your agency is responsible for ensuring that the hiring of the officer results in officer deployment into a partner school within your jurisdiction. 6. The grantee acknowledges its agreement to comply with the assurances and certifications submitted with the COPS in Schools application. 7. Your agency will be responsible for submitting Programmatic Progress Reports and quarterly Financial Status Reports.
