Consider a resolution authorizing the Mayor to execute a construction contract with Murphy Pipeline Contractors, Inc. for the Greenlawn Place Blue Tubing and Waterline Replacement Project. Department: Water and Wastewater Utilities Staff Person: Michael Thane, P.E., Director of Utilities Justification: The city budgeted $1,950,640 to perform the replacement of 460 blue polybutylene water service lines with black polyethylene water service lines, and to replace asbestos cement (A/C) waterlines in Greenlawn Place Sections 1, 2, and 3; Windy Park Sections 1 and 2; and Windy Terrace Section 1. The engineer's cost estimate for the project was $2,040,480. Therefore, the single bid received was within both the budgeted and the estimated amounts. Areas for replacement of A/C waterlines were prioritized based on where the most waterline breaks are occurring within the City. All of the 6-inch and 8-inch A/C waterlines in Greenlawn Place Sections 1, 2, and 3; Windy Park Section 2; and Windy Terrace Section 1 are to be replaced with 8-inch waterlines under this contract. Funding• Cost: $1,742,781.01 Source of funds: Blue Tubing Fund ($607,906) Self Financed Utility Fund ($1,134,875.01) Outside Resources: S. D. Kallman, L.P. Background Information• There was one bidder on this project. The bid for the project is $1,742,781.01 for replacing the blue tubing service lines and the A/C water lines. Replacing water services and A/C waterlines benefits the City by: 1) disruption to the neighborhoods for repair work, 2) reducing unaccounted for water losses, and 3) reducing the burden on city water maintenance forces.
