WHEREAS, the City of Round Rock desires to retain professional
appraisal services for right-of-way acquisitions on the Double Creek
Drive Project, and
WHEREAS, Frederick & Hornsby, Inc . has submitted an engagement
letter to provide said services, and
WHEREAS, the City Council wishes to enter into said letter of
agreement with Frederick & Hornsby, Inc . , Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor is hereby authorized and directed to execute on
behalf of the City an engagement letter with Frederick & Hornsby, Inc .
for appraisal services for right-of-way acquisitions on the Double
Creek Drive Project, a copy of same being attached hereto and
incorporated herein for all purposes .
The City Council hereby finds and declares that written notice of
the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and
the subject matter hereof were discussed, considered and formally acted
upon, all as required by the Open Meetings Act, Chapter 551, Texas
Government Code, as amended, and the Act .

Re: Proposal for appraisal services relating to acquisition of right-of-way for the proposed
widening of Double Creek Drive north of Gattis School Road in Round Rock,
Williamson County, Texas.
Dear Mr. Bennett:
At your request, I am pleased to provide this proposal for appraisal services on the above-
captioned property. Terms of the assignment are summarized below.
Real Estate to be Appraised: 1) Whole Property (Childers Tact):
Approximately 2.96 acres of land located at the
northwest corner of Double Creek Drive and
Gattis School Road.
Part To Be Acquired: An irregular shaped area
of land containing 0.387 acre, located along the
south and east boundaries of the whole
property.
Remainder: 2.573 acres of land.
2) Whole Property (Watson Tact): An
approximately 2,636 SF (GBA) residence
situated on a 0.90 acre tract of land located
along the west line of Double Creek Drive,just
north of Gattis School Road.
Part To Be Acquired: A triangular shaped area
of land containing 0.012 acre, located along the
east boundary of the whole property.
Remainder: An approximately 2,636 SF (GBA)
residence situated on a 0.888 acre tract of land.

2.00 acres of land located at the northeast corner
of Double Creek Drive and Gattis School Road.
Part To Be Acquired: An irregular shaped area
of land containing 0.554 acre, located along the
south and west boundaries of the whole
property.
Remainder: 1.446 acres of land.
(4) Whole Property(Lutz Tact): An approximately
2,082 SF (GBA) residence situated on a 1.00
acre tract of land located along the east line of
Double Creek Drive,just north of Gattis School
Road.
Part To Be Acquired: A nearly rectangular
shaped area of land containing 0.253 acre,
located along the west boundary of the whole
property.
Remainder: An approximately 2,082 SF (GBA)
residence situated on a 0.747 acre tract of land.
(5) Whole Property (Thomison Tact):
Approximately 2.00 acres of land located along
the east line of Double Creek Drive,just north
of Gattis School Road.
Part To Be Acquired: A nearly rectangular
shaped area of land containing 0.565 acre,
located along the west boundary of the whole
property.
Remainder: 1.435 acres of land.
(6) Whole Property (Boede Tact): Approximately
27.3026 acres of land (18.066 acre tract and a
9.2366 acre tract) located along the east line of
Double Creek Drive, north of Gattis School
Road.

Real Estate to be Appraised (cont.): Part To Be Acquired: A nearly rectangular
shaped area of land containing 1.536 acres,
located along the west boundary of the whole
property.
Remainder: 25.7666 acres of land.
Purpose of the Appraisal: To estimate just compensation for the proposed
acquisitions.
Use of the Report: To assist the client in negotiations involving the
acquisition of right-of-way for the widening of
Double Creek Drive.
Appraisal & Reporting
Standards: The appraisals will be developed and the reports will
be prepared in conformity with and subject to the
requirements of the Uniform Standards of
Professional Appraisal Practice (USPAP) of the
Appraisal Foundation and the Code of Professional
Ethics and Standards of Professional Appraisal
Practice of the Appraisal Institute.
We will undertake complete appraisals, the results of
which will be set forth in summary appraisal reports
as defined by Standard Rule 2-2(b), of USPAP.
Fee: 1) Childers Tract: $2,000
2) Watson Tract: $2,500
3) Leistico Tract: $2,000
4) Lutz Tract: $2,500
5) Thomison Tract: $2,000
6)Boede Tract: $2,500
Total $13,500
The fee is payable as a 50%retainer,with the balance
due upon completion of each assignment.
The fee reflects a six-parcel assignment and is
contingent on all appraisals being undertaken
concurrently. The quoted fees for the Watson and

Fee (cont.): Lutz properties assume appraisal of land and
improvements. Should only the land be appraised,
the fee for these two parcels would be lowered from
$2,500 to $2,000.
Time spent in addition to the initial appraisals,
including, without limitation, meetings, depositions,
mediation, arbitrations, trial and preparation for
testimony, will be paid monthly, as incurred, at the
following hourly rates:
Paul Hornsby: $200/hour
Staff Appraisers: $100-$175/hour
Research Assistant: $75/hour
Completion: As soon as possible, but not later than 45 days from
authorization.
If these terms are acceptable, please indicate by executing this agreement and issuing the
specified retainer. I look forward to working with you on this assignment.
