RESOLUTION CALLING A BOND ELECTION FOR NOVEMBER 6, 2001; MAKING
PROVISION FOR CONDUCTING THE ELECTION; AND RESOLVING
OTHER MATTERS RELATED TO SUCH ELECTION

CITY OF ROUND ROCK §
WHEREAS, pursuant to the provisions of Chapter 1251, Texas Government Code, as
amended, the Texas Election Code, as amended, and other related statutes the City Council of the
City of Round Rock, Texas (the "City") is authorized to call an election in order to submit to the
voters of the City various propositions regarding the issuance of general obligation bonds; and
WHEREAS,the City Council deems it advisable to call a bond election for the propositions
hereinafter stated; and
WHEREAS, it is hereby officially found and determined that the meeting at which this
Resolution is being adopted was open to the public, and public notice of the time, place and purpose
of the meeting was given, all as required by Chapter 551, Government Code, as amended.
THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ROUND
ROCK, TEXAS THAT:
Section 1. ELECTION DATE POLLING PLACES AND ELECTION JUDGES. An
election shall be held in the City as prescribed by applicable law between the hours of 7;00 A.M. and
7:00 P.M. on November 6, 2001. The City election precincts and polling places within the City
designated for holding the election are identified in Exhibit "A" to this Resolution and this exhibit is
incorporated by reference for all purposes. The Williamson County Voter Registrar is conducting
a joint election for the City pursuant to the terms of a Joint Election Agreement. The City shall
appoint election judges and clerks in accordance with the Texas Election Code.
Section 2. ELECTION CLERKS. The Presiding Judge shall appoint not less than two nor
more than five resident qualified electors to act as clerks to properly conduct the election, However,
if the Presiding Judge appointed actually serves, the Alternate Presiding Judge shall serve as one of
the clerks. The appointment of such clerks must include a person fluent in the Spanish language to
serve as a clerk to render oral aid in the Spanish language to any voter desiring such aid at the polls
on the day of the election. In the absence of the Presiding Judge named above, the Alternate
Presiding Judge shall perform the duties of the Presiding Judge,
Section 3. EARLY 'VOTING. Early voting shall be conducted at the main early voting
polling place, located at the Williamson County Courthouse, 710 Main Street, Georgetown, Texas
78626. Early voting shall also be conducted at the branch and part-time early voting polling places
identified in Exhibit "B" to this Resolution, and this exhibit is incorporated by reference for all

purposes. These offices or places shall remain open on the dates and at the times set forth in
Exhibit "B" hereto. John Willingham is hereby appointed as the Early Voting Clerk. Early voting
shall commence on the 17th day before the election and continue through the 4th day preceding the
date of the election all as provided by the provisions of the Texas Election Code and Exhibit "B"
attached hereto. The Early 'Voting Clerk's mailing address to which ballot applications and ballots
to be voted by mail may be sent is P. 0. Box 209, Georgetown, Texas 78627.
Section 4. EARLY VOTING BALLOT BOARD. An early voting ballot board is hereby
created to process early voting results, and Susie Stublar is hereby appointed the Presiding Judge of
the board. The Presiding Judge shall appoint not less than two resident nor more than eighteen
qualified electors to serve as members of the Early Voting Ballot Board.
Section 5. VOTERS. All resident, qualified electors of the City shall be entitled to vote at
the election.
Section 6. NOTICE. A substantial copy of this Resolution shall serve as a proper notice of
the election. This notice, including a Spanish translation thereof, shall be posted at three(3) public
places within the City and the City Hall not less than twenty-one (21) days prior to the date the
election is to be held, and be published on the same day in each of two (2) successive weeks in the
Round Rock Leader, a newspaper of general circulation in the City, the first of these publications to
appear in such newspaper not more than thirty (30) days, and not less than fourteen (14) full days
prior to the day of the election.
Section 7. VOTING UVICES. Electronic optical scan voting devices may be used in
conducting the election. The Williamson County Voter Registrar may also utilize a central counting
station as provided by Section 127.000 et seq., as amended, Texas Election Code.
Section S. PROPOSITIONS. At the election, the following PROPOSITIONS shall be
submitted in accordance with law:
PROPOSITION NO. 1
Shall the City Council of the City of Round Rock, Texas, be authorized to issue the
bonds of the City, in one or more series or issues, in the aggregate principal amount
of$41,500,000 with the bonds of each such series or issues, respectively, to mature
serially within not to exceed forty years from their date, and to be sold at such prices
and bear interest at such rates, as shall be determined within the discretion of the City
Council, in accordance with law at the time of issuance, for the purpose of
constructing, improving, extending, expanding, upgrading and/or developing city
streets,bridges and intersections including,utility relocation, sidewalks,traffic safety
and operational improvements,the purchase of any necessary right-of-way, drainage
improvements and other related costs; and shall said City Council be authorized to
levy and cause to be assessed and collected annual ad valorem taxes on all taxable
property in the City in an amount sufficient to pay the annual interest on said bonds
and provide a sinking fund to pay the bonds at maturity?

Shall the City Council of the City of Round Rock, Texas, be authorized to issue the
bonds of the City, in one or more series or issues, in the aggregate principal amount
of$17,300,000 with the bonds of each such series or issues, respectively, to mature
serially within not to exceed forty years from their date, and to be sold at such prices
and bear interest at such rates, as shall be determined within the discretion of the City
Council, in accordance with law at the time of issuance, for the purpose of
constructing,acquiring,improving,renovating,equipping,and/or developing land and
buildings for City park and recreational purposes including parkland,scenic easement,
trail acquisition, pedestrian and bike trail improvements, a recreation center and a
senior citizen center; and shall said City Council be authorized to levy and cause to
be assessed and collected annual ad valorem taxes on all taxable property in the City
in an amount sufficient to pay the annual interest on said bonds and provide a sinking
fund to pay the bonds at maturity?
PROPOSITION NO. 3
Shall the City Council of the City of Round Rock, Texas, be authorized to issue the
bonds of the City, in one or more series or issues, in the aggregate principal amount
of$12,200,000 with the bonds of each such series or issues, respectively, to mature
serially within not to exceed forty years from their date, and to be sold at such prices
and bear interest at such rates, as shall be determined within the discretion of the City
Council, in accordance with law at the time of issuance, for the purpose of
constructing, improving, renovating and equipping City police and fire department
facilities including the acquisition of necessary sites; and shall said City Council be.
authorized to levy and cause to be assessed and collected annual ad valorem taxes on
all taxable property in the City in an amount sufficient to pay the annual interest on
said bonds and provide a sinking fund to pay the bonds at maturity?
PROPOSITION NO. 4
Shall the City Council of the City of Round Rock, Texas, be authorized to issue the
bonds of the City, in one or more series or issues, in the aggregate principal amount
of$18,800,000 with the bonds of each such series or issues, respectively, to mature
serially within not to exceed forty years from their date,and to be sold at such prices
and bear interest at such rates, as shall be determined within the discretion of the City
Council, in accordance with law at the time of issuance, for the purpose of
constructing, improving, renovating, expanding and equipping Municipal Office
Campus Phase II and Public Works Building expansion including acquisition of
necessary sites and related water,wastewater,drainage,streets,sidewalks and parking
infrastructure; and shall said City Council be authorized to levy and cause to be
assessed and collected annual ad valorem taxes on all taxable property in the City in

Section 10. TEXAS ELECTION CODE. In all respects the election shall be conducted

tabulation of results after the closing of the polls on November 6, 2001. The official canvass and
tabulation of the results of the Special Election shall be conducted by the City Council at a Special
Council Meeting in accordance with the Election Code.
Section 12. PROVISIONS. The provisions of this Resolution are severable;and in case any
one or more of the provisions of this Resolution or the application thereof to any person or
circumstance should be held to be invalid, unconstitutional, or ineffective as to any person or
circumstance, the remainder of this Resolution nevertheless shall be valid, and the application of any
such invalid provision to persons or circumstances other than those as to which it is held invalid shall
not be affected thereby.

TO THE RESIDENT, QUALIFIED ELECTORS OF SAID CITY:
TAKE NOTICE that an election will be held in said City as provided in an"RESOLUTION
CALLING A BOND ELECTION FOR NOVEMBER 6, 2001; MAKING PROVISION FOR
CONDUCTING THE ELECTION;AND RESOLVING OTHER MATTERS RELATED TO
SUCH ELECTION" duly passed by the City Council of said City, which order is substantially as
follows:
WHEREAS, pursuant to the provisions of Chapter 1251, Texas Government Code, as
amended, the Texas Election Code, as amended, and other related statutes the City Council of the
City of Round Rock, Texas (the "City") is authorized to call an election in order to submit to the
voters of the City various propositions regarding the issuance of general obligation bonds; and
WHEREAS,the City Council deems it advisable to call a bond election for the propositions
hereinafter stated; and
WHEREAS, it is hereby officially found and determined that the meeting at which this
Resolution is being adopted was open to the public, and public notice of the time, place and purpose
of the meeting was given, all as required by Chapter 551, Government Code, as amended.
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ROUND
ROCK, TEXAS THAT:
Section 1. ELECTION DATE,POLLING PLACES AND ELECTION JUDGES An
election shall be held in the City as prescribed by applicable law between the hours of 7:00 A.M. and
7:00 P.M. on November 6, 2001. The City election precincts and polling places within the City
designated for holding the election are identified in Exhibit "A" to this Resolution and this exhibit is
incorporated by reference for all purposes. The Williamson County Voter Registrar is conducting
a joint election for the City pursuant to the terms of a Joint Election Agreement. The City shall
appoint election judges and clerks in accordance with the Texas Election Code.
Section 2. ELECTION CLERKS. The Presiding Judge shall appoint not less than two nor
more than five resident qualified electors to act as clerks to properly conduct the election. However,
if the Presiding Judge appointed actually serves, the Alternate Presiding Judge shall serve as one of
the clerks. The appointment of such clerks must include a person fluent in the Spanish language to
serve as a clerk to render oral aid in the Spanish language to any voter desiring such aid at the polls
on the day of the election. In the absence of the Presiding Judge named above, the Alternate
Presiding Judge shall perform the duties of the Presiding Judge.

Section 3. EARLY VOTING. Early voting shall be conducted at the main early voting
polling place, located at the Williamson County Courthouse, 710 Main Street, Georgetown, Texas
78626. Early voting shall also be conducted at the branch and part-time early voting polling places
identified in Exhibit "B" to this Resolution, and this exhibit is incorporated by reference for all
purposes. These offices or places shall remain open on the dates and at the times set forth in
Exhibit "B" hereto. John Willingham is hereby appointed as the Early Voting Clerk. Early voting
shall commence on the 17th day before the election and continue through the 4th day preceding the
date of the election all as provided by the provisions of the Texas Election Code and Exhibit "B"
attached hereto. The Early Voting Clerk's mailing address to which ballot applications and ballots
to be voted by mail may be sent is P. O. Box 209, Georgetown, Texas 78627.
Section 4. EARLY VOTING BALLOT BOARD. An early voting ballot board is hereby
created to process early voting results, and Susie Stublar is hereby appointed the Presiding Judge of
the board. The Presiding Judge shall appoint not less than two resident nor more than eighteen
qualified electors to serve as members of the Early Voting Ballot Board.
Section 5. VOTERS. All resident, qualified electors of the City shall be entitled to vote at
the election.
Section 6. NOTICE. A substantial copy of this Resolution shall serve as a proper notice of
the election. This notice, including a Spanish translation thereof, shall be posted at three (3) public
places within the City and the City Hall not less than twenty-one (21) days prior to the date the
election is to be held, and be published on the same day in each of two (2) successive weeks in the
Round Rock Leader, a newspaper of general circulation in the City, the first of these publications to
appear in such newspaper not more than thirty (30) days, and not less than fourteen (14) full days
prior to the day of the election.
Section 7. VOTING DEVICES. Electronic optical scan voting devices may be used in
conducting the election. The Williamson County Voter Registrar may also utilize a central counting
station as provided by Section 127.000 et seq., as amended, Texas Election Code.
Section 8. PROPOSITIONS. At the election, the following PROPOSITIONS shall be

A LOS ELECTORES RESIDENTES CALIFICADOS DE DICHA CIUDAD:
Por la presente DAMOS AVISO de que se celebrard una elecci6n en dicha Ciudad segun se
provee en la"RESOLUCION CONVOCANO UNA ELECCION DE BONOS PARA EL 6 DE
NOVIEMBRE DEL 2001; ESTIPULANDO COMO SE CELEBRARA LA ELECCION, Y
RESOLVIENDO OTROS ASUNTOS RELACIONADOS A DICHA ELECCION" pasada
debidamente por la Asamblea Municipal de tal Ciudad, la cual dice sustancialmente como sigue:
POR CUANTO, segun to que estipula el Capitulo 1251 del C6digo de Gobierno de Texas,
segun enmendado, el C6digo Electoral de Texas, segun enmendado, y otros estatutos pertinentes,
la Asamblea Municipal de la Ciudad de Round Rock, Texas (la "Ciudad") queda autorizada a
convocar una elecci6n para someter a los votantes de la Ciudad varias proposiciones pertinentes a
la emisi6n de bonos de obligaci6n general; y
POR CUANTO, la Asamblea Municipal cree aconsejable convocar una elecci6n de bonos
para someter las proposiciones indicadas a continuaci6n; y
POR CUANTO, se halla y determina oficialmente que la reuni6n en la cual esta Resoluci6n
fue adoptada fue abierta al publico, y que se dio aviso publico de la fecha, lugar y prop6sito de la
reuni6n como se estipula en el Capitulo 551 del C6digo de Gobierno, segun enmendado.
POR TANTO,LA ASAMBLEA MUNICIPAL DE LA CIUDAD DE ROUND ROCK,
TEXAS, RESUELVE QUE:
Secci6n 1. FECHA DE LA ELECCION. LUGARES DE VOTACION Y JUECES
ELECTORALES. Se llevard a cabo una elecci6n en 1 Ciudad segun prescrito por las leyes aplicables
entre las horas de 7:00 A.M. y 7:00 P.M., el 6 de noviembre del 2001. Los precintos electorales de
la Ciudad y los lugares de votaci6n dentro de la Ciudad designados para llevar a cabo la elecci6n son
identificados en el Documento"A" adjunto a esta Resoluci6n y este documento queda incorporado
por referencia para todo prop6sito. El Registrador de Electores del Condado de Williamson estd
llevando a cabo la elecci6n conjunta para la Ciudad de acuerdo a las provisiones del Acuerdo
Electoral Conjunto. La Ciudad nombrard jueces electorates y asistentes de acuerdo al C6digo
Electoral de Texas.
Secci6n 2. ASISTENTES ELECTORALES. El Juez Presidente nombrard no menos de
dos o rods de cinco electores calificados residentes de la Ciudad para actuar como asistentes para
conducir la elecci6n debidamente. Sin embargo, si el Juez Presidente nombrado finalmente sirve
como juez, el Juez Presidente Alterno servird como uno de los asistentes. El nombramiento de dichos
asistentes incluird a una persona con fluidez en espanol para servir como asistente y proveer asistencia
oral en el idioma espanol a cualquier elector que la necesite el dia de la votaci6n. En ausencia del
Juez Presidente nombrado arriba, el Juez Presidente Alterno desempenard las funciones del Juez
Presidente.

Secci6n 3. VOTACION TEMPRANA. La votaci6n temprana sera llevada a cabo en el
lugar principal de votaci6n temprana, localizado en la Corte del Condado de Williamson, 710 Main
Street, Georgetown, Texas 78626. La votaci6n temprana tambi6n sera llevada a cabo en la sucursal
y lugares de votaci6n temprana a tiempo parcial identificados en el Documento `B" adjunto a esta
Resoluci6n, y este documento es incorporado en to sucesivo por referencia para todo prop6sito.
Estas oficinas o lugares permaneceran abiertas en las fechas y lugares establecidas en el Documento
"B". John Willingham es aqui nombrado como Oficial de Votaci6n Temprana. La votaci6n temprana
comenzara 17 dias antes de la elecci6n y continuara hasta 4 dias previos a la elecci6n segun se provee
en el C6digo Electoral de Texas y el Documento `B" adjunto. La direcci6n postal a la cual se
dirigiran solicitudes de papeletas y se enviaran papeletas a ser votadas por correo es: P.O. Box 209,
Georgetown, Texas 78627.
Secci6n 4. JUNTA ELECTORAL DE VOTACION TEMPRANA. Por la presente se
establece una junta de votaci6n temprana para procesar los resultados de la votaci6n temprana, y se
nombra a Susie Stublar como Juez Presidente de la junta. El Juez Presidente nombrara a no menos
de dos y no mas de dieciocho (18) electores calificados para servir como miembros de la Junta de
Votaci6n Temprana.
Secci6n 5. ELECTOR-ES. Todos los electores residentes calificados de la Ciudad tendran
derecho a votar en la elecci6n.
Secci6n 6. AVISO. Una copia sustancial de esta Resoluci6n servira como aviso debido de
la elecci6n. Este aviso, incluyendo una traducci6n en espanol, sera colocado en tres (3) lugares
publicos dentro de la Ciudad y en el Ayuntamiento Municipal durante los veintiun(21) dias previos
a la fecha de la elecci6n, y sera publicado el mismo dia en cada una de dos (2) semanas sucesivas en
el Round Rock Leader,un peri6dico de circulaci6n general dentro de la Ciudad,y la primera de estas
publicaciones aparecera en dicho per16dico no mas de treinta(30) dias, y no menos de catorce(14)
dias, previos a la elecci6n.
Secci6n 7. APARATOS ELECTORALES. Aparatos de escaner visual electr6nico para
elecciones podran ser usados durante la elecci6n. El encargado de Registros de Electores del
Condado de Williamson podra ademas utilizar una estaci6n de conteo central segun to estipula la
Secci6n 127.000 y subsiguientes, segun enmendadas, del C6digo Electoral de Texas.
Secci6n 8. PROPOSICIONES. Durante la elecci6n, la siguientes proposiciones seran
sometidas de acuerdo la ley:
PROPOSICION NUM. 1
�Se autorizara a la Asamblea Municipal de la Ciudad de Round Rock, Texas, a emitir
los bonos de la Ciudad, en una o mas series o emisiones, por la cantidad agregada de
principal de $41,500,000, y los bonos de cada serie o emisi6n, respectivamente, a
madurar por serie durante pero no mas de cuarenta afios de su emisi6n, y a ser
vendidos a tales precios y ganar interes a cada nivel segun se determina bajo
discreci6n de la Asamblea Municipal, de acuerdo a la ley a la hora de la emisi6n, con
el prop6sito de construir,mejorar,extender,expandir,aumentary/o desarrollar caller,
puentes a intersecciones incluyendo la relocalizaci6n de servicios basicos, aceras,
seguridad del transito y mejoras operacionales, la compra de cualquier sendero
necesario, mejoras para drenajes y otros gastos relacionados, y se autorizara a dicha
Asamblea Municipal a imponer y recolectar impuestos ad valorem anualmente sobre
toda propiedad sujeta a impuestos dentro de la Ciudad en una cantidad suficiente para

pagar el interes anual sobre dichos bonos y proveer un fondo decreciente para pagar
los bonos al madurar?
PROPOSICION NUM. 2
�Se autorizard a la Asamblea Municipal de la Ciudad de Round Rock, Texas, a emitir
los bonos de la Ciudad, en una o mds series o emisiones, por la cantidad agregada de
principal de $17,300,000 y los bonos de cada serie o emision, respectivamente, a
madurar por Serie durante pero no mds de cuarenta anos de su emision, y a ser
vendidos a tales precios y ganar interes a cada nivel segun sea determinado bajo
discrecion de la Asamblea Municipal, de acuerdo a la ley al momento de la emision,
con el proposito de construir, adquirir, mejorar, renovar, equipar y/o desarrollar
terrenos y edificios para parques y recreacion en la Ciudad, incluyendo terrenos para
parques,derechos de vias panordmicas,adquisicion de caminos,mejoras para caminos
de peatones y bicicletas, un centro de recreacion y un centro para personas jubiladas,
y se autorizard a dicha Asamblea Municipal a imponer y recolectar impuestos ad
valorem sobre toda propiedad sujeta a impuestos dentro de la Ciudad en una cantidad
suficiente para pagar el interes anual sobre dichos bonos y proveer un fondo
decreciente para pagar los bonos al madurar?

4S autorizard a la Asamblea Municipal de la Ciudad de Round Rock, Texas, a emitir
los bonos de la Ciudad, en una o mds series o emisiones, por la cantidad agregada de
principal de $12,200,000 y los bonos de cada serie o emision, respectivamente, a
madurar por Serie durante pero no mds de cuarenta anos de su emision, y a ser
vendidos a tales precios y ganar interes a cada nivel segun sea determinado bajo
discrecion de la Asamblea Municipal, de acuerdo a la ley al momento de la emision,
con el proposito de construir, mejorar, renovar, y equipar las instalaciones de los
departamentos de policia y bomberos, incluyendo la compra de cualquier lugar
necesario y se autorizard a dicha Asamblea Municipal a imponer y recolectar
impuestos ad valorem sobre toda propiedad sujeta a impuestos dentro de la Ciudad
en una cantidad suficiente para pagar el interes anual sobre dichos bonos y proveer
un fondo decreciente para pagar los bonos al madurar?

�Se autorizard a la Asamblea Municipal de la Ciudad de Round Rock, Texas, a emitir
los bonos de la Ciudad, en una o mds series o emisiones, por la cantidad agregada de
principal de $18,800,000 y los bonos de cada serie o emision, respectivamente, a
madurar por serie durante pero no mds de cuarenta anos de su emision, y a ser
vendidos a tales precios y ganar interes a cada nivel segun sea determinado bajo
discrecion de la Asamblea Municipal, de acuerdo a la ley al momento de la emision,
con el proposito de construir, mejorar, renovar, expandir, y equipar la 2da Fase del
Recinto de la Oficina Municipal y la expansion del Edificio de Obras Publicas,
incluyendo la adquisicion de lugares necesarios y de la infraestructura relacionada
concerniente a aguas, aguas negras, drenaje, calles, aceras y parqueo, y se autorizard
a dicha Asamblea Municipal a imponer y recolectar impuestos ad valorem sobre toda
propiedad sujeta a impuestos dentro de la Ciudad en una cantidad suficiente para
pagar el interes anual sobre dichos bonos y proveer un fondo decreciente para pagar
los bonos al madurar?

Williamson llevard a cabo un conteo extraoficial de los resultados despues del cierre de las urnas el
6 de noviembre del 2001. El escrutinio y conteo oficial de los votos de la Elecci6n Especial sera

conducido por la Asamblea Municipal en una reunion especial de la asamblea conforme al Codigo
Electoral.
Seccion 12. ESTIPULACIONES. Las estipulaciones de esta Resolucion pueden
considerarse por separadas, y en caso de que una o mds de las estipulaciones de esta Resolucion o
la aplicacion de las mismas a una persona o circunstancia sean consideradas como invdlidas,
inconstitucionales o inefectivas con relacion a cualquier persona o circunstancia, el resto de esta
Resolucion sera aun considerado vdlido, y la aplicacion de cualquier provision invdlida con
respecto a personas o a circunstancias que no hayan sido declaradas como invdlidas no se veru
afectada.
