Interlocal Contract
Pursuant to Texas Government Code,Chapter 791,Interlocal Cooperation Act,and Texas Local Government
Code,Chapter 271,Subchapter F. Cooperative Purchasing Program,this Interlocal Contract (ILC) is made and
entered into between Region III Education Service Center,1905 Leary Lane,Victoria,Texas 77901,
and City of Round Rock,Texas (Participating Agency),
located at 221 East Main Street,Round Rock TX 78664,

for the purpose of providing/participating in the cooperative purchasing services of Purchasing Cooperative of
America.
Region III Education Service Center will:
O Administer the Purchasing Cooperative of America cooperative purchasing program.
• Provide legally awarded contracts.
o Provide service and support to PCA members.
o Provide up to date information concerning contracting opportunities with PCA vendors.
Participating Agency,as a member of Purchasing Cooperative of America,will:
• Designate a contact person and update the contact information as necessary.
• Provide an authorized signature on the ILC.
• Work with vendors according to the PCA contract.
• Issue Purchase Orders stating"Purchasing Cooperative of America"and the Contract Number.
This contract is effective the date of the final signature and will remain in effect until and unless one(1)of the
parties terminates the agreement in writing with thirty(30) days' notice.Send the signed Interlocal Contract
to Purchasing Cooperative of America, 11811 North Freeway,Suite #500, Houston, Texas 77060,or email to
Members@pcamerica.org.An email copy of an executed signature shall have the same force and effect as an
original signature page. .

I awarded PCA contracts by Region III ESC through a rigorous solicitation response and 11
yl evaluation process, according to Texas purchasing and cooperative statutes.

Registration
1. Tell your customer that your preferred contracting mechanism is through Purchasing
Cooperative of America,for these reasons:
a. Legally procured,competitively bid contracts.
b. 100 combined years of cooperative knowledge,expertise and experience
working for you.
c. Comprehensive contracts incorporating procurement statutes of all 50 States
and U.S.Territories
d. Contracts written specifically focusing on PCA target membership:
Public, Private and Charter Schools;Cities/Municipalities;Counties;States;
Federal and Other Agencies;State and Private Colleges and Universities;
Non-Profit/Non-Taxed Organizations;Religious and Charitable Organizations.

a. By clicking on their home state on the map,they can access their
state's Joint Powers statutes.This information provides the state law(s)
For entities to participate in the PCA purchasing cooperative.
b. All entities fill out the Member Registration form, and submit online.
c. Texas entities also complete and sign/approve the Interlocal Contract
with Region IIi Education Service Center and submit to PCA.
d. Entities outside Texas may or may not be required(by state law or local
requirement)to complete the Interlocal Contract.

Purchase Orders
1. Their Purchase Order is made out to you (not Region In ESC or PCA).
2. Contract information for the member is available from PCA.
3. A supplemental contract may be negotiated between the member and you.
4. Additional terms may be listed on the purchase order(as negotiated).
5. The contract number and title must be listed on the purchase order.
